Well drilling and servicing in Ontario is strictly regulated under Ontario Regulation 903 of the Ontario Water Resources Act. All persons constructing, repairing, or decommissioning wells must hold a valid Well Technician Licence issued by the Ministry of the Environment, Conservation and Parks (MECP). There are five classes of licence covering different activities (drilling, pump installation, monitoring wells, etc.). A Class 1 licence (well drilling) requires completion of a 30-hour approved course, 4,000 hours of supervised work experience, and passing a written examination. Licences are renewed every three years with a minimum of 21 hours of continuing education. Well contractors must also hold a valid Well Contractor Licence. All wells must be constructed according to the regulation and a Well Record must be submitted to the MECP.
